Can't I use a regular Conditioner instead?

You could try, however it doesn't necessarily cleanse the hair and could lead to unwanted buildup. The co-washes are developed as help to replenish essential moisture.

When's the best time to co-wash?

It's most effective between times you normally shampoo. However, co-washes are so gentle and moisturizing they can truly be used as often as you want. Shampooing has it's place however. A good shampoo will remove sweat, dead skin cells, sebum, hair product and dirt-dust-pollutants from the scalp and hair.
